Col. Mateo Luga is the youngest of the eight children of the late Jose Valdez Luga (3rd child of the late Gen. Mateo Noriel Luga and Mrs. Ruperta Valdez from Molo, Iloilo) and Leonor Ledesma Hojilla of Silay City. He was born on January 4, 1941, spent his teenage years at Sagay, studied college in Dumaguete City and went to Manila after graduation. He is married to Lita Albano Alviar, from Laoag, Ilocos Norte. Mateo entered the military service and rose from the rank until he became a Colonel in the Armed Forces of the Philippines. Mateo's eldest child is Michael Luga married to Marichu Hermida of Marikina City, they now have two children Moira Chrisina and Monique Christen. Mateo's youngest daughter is Mala Jean Luga, now employed with the PLDT.
